I had this idea about charr elementalist in rugged leather outfit (that's why i used charred dye). Due to his exposure to ley-energy (weapons and general area i spend most time), he is getting slowly covered by "ley-line stone formations". That frosting dye is trying to imitate color of ley line weapons. I tried to use different shoulder pieces, but i wasn't happy with any of them in the end.
